The South 6th Street homes are being sold at the value they have been appraised at, but they may be sold for up to 30% less than the listed price based on a buyer's income and mortgage pre-approval amount. That purchase price will include a minimum of 3.5% of the sale price added as a soft second mortgage on the sale, or a larger amount if the purchase price is lowered based on income.

The South 6th Street homes are developed to provide beautiful homes to moderate income households. These homes are required to be sold to buyers whose income does not exceed 80% of the area median income. Please see the chart below for allowable household income, based on family size.
Downpayment assistance is available on a case by case basis.
The difference between your purchase price / mortgage amount and the appraised value will be added as a Soft 2nd mortgage provided by Westmoreland County or Westmoreland Community Action. The Soft 2nd charges no interest, requires no payments and is removed after 10 years.
Should you choose to sell prior to 10 years, you are able to price the home at market value and repayment will only be required if there are enough proceeds to cover the outstanding amount of the 2nd mortgage, after the 1st mortgage has been paid off and your downpayment returned to you. Prior to final execution of the sales agreement the buyer must meet with Westmoreland Community Action and review and approve the Soft 2nd documents.
Soft 2nd mortgages are required on all the homes and can not be waived.
Homes must be owner occupied and can not be rented.
