The South 6th Street home prices are best described as a range between 70% of the appraised value up to the maximum amount you qualify for OR 96.5% of the full appraised value, whichever is lower. This means that you will not pay more than the maximum listed price, but could pay up to 30% less depending on your ability to pay, as determined by your mortgage lender.
The South 6th Street homes are developed to provide beautiful homes to moderate income households. Some of the homes have income restrictions that require them to be sold to buyers whose income does not exceed 80% of the area median income. 312 S 6th Street DOES NOT have an income restriction and may be sold to any eligible homebuyer reguardless of their household income. Please see the chart below for allowable household income, based on family size.
Westmoreland County downpayment assistance of up to $7,500 is available for buyers interested in 406, 410 and 414 S 6th Street. Additional seller's assistance is available for the homes at 312 S 6th and 605 Bullitt Avenue.
The difference between your purchase price / mortgage amount and the appraised value will be added as a Soft 2nd mortgage provided by Westmoreland County or Westmoreland Community Action. The Soft 2nd charges no interest, requires no payments and is removed after 10 years.
Should you choose to sell prior to 10 years, you are able to price the home at market value and repayment will only be required if there are enough proceeds to cover the outstanding amount of the 2nd mortgage, after the 1st mortgage has been paid off and your downpayment returned to you. Prior to final execution of the sales agreement the buyer must meet with Westmoreland Community Action and review and approve the Soft 2nd documents.
Soft 2nd mortgages are required on all the homes and can not be waived. However a buyer with a high preapproval amount, a high downpayent or a cash buyer may have a 2nd mortgage as low as 3.5% of the value of the home and the term reduced to as few as 5 years.
Homes must be sold to an eligible homebuyers, defined as an individual who meets any of the following criteria:
An individual or a married couple who have not owned a home within the past three years.
A single individual who has only owned with a former spouse, a displaced homemaker or single parent.
An individual who previously owned a mobile home or a person who owns a home that cannot be brought into compliance with building codes for less than the cost of constructing a permanent structure.
605 Bullitt does not need to be sold to a buyer that meets the above criteria. Any buyer meeting the income requiremen may purchase this home.
